Media Announcement: Clarification on Misinformation Concerning DHS/P/WW/254/25

The State Pharmaceuticals Corporation (SPC) would like to address recent news reports concerning the procurement of 38,000 units of Dinoprostone 3mg vaginal tablets. It is important to clarify the facts surrounding this tender process and dispel any misinformation.

As outlined in the official tender process of DHS/P/WW/254/25, two bids were received:
1. Klintas – LKR 1,190.00
2. Nabiqasim – $5.50 (equivalent to LKR 1,665.88 at the exchange rate during the opening of the bids)

Following a thorough technical evaluation, the committee, which included qualified obstetricians, noted that Klintas provided a new drug for which they lacked prior experience. Consequently, the committee recommended awarding the contract to Nabiqasim. Additionally, Klintas did not submit a required letter of authorization.

The tender board directed negotiations with Nabiqasim to secure a better price. As a result, Nabiquasim agreed to supply the tablets at a reduced rate of $3.60, amounting to LKR 1,090.40 per tablet. This price was significantly lower than Klintas’s quoted price of LKR 1, 190.00 leading to total savings of LKR 3.79 million.

It is crucial to emphasize that claims stating a financial loss of LKR 17 million are misleading and inaccurate. The correct figure reflects a savings of LKR 3.79 million, not a loss.

Furthermore, we firmly reject any suggestions implicating Mr. Mewan Sampath Subasinghearachchi, the Managing Director of SPC, in this tender decision. The decision was made solely by the Major tender board based on recommendations from the technical committee, with no involvement from the Managing Director as he is not a member of the relevant tender board.

We strongly deny any claims that recent SPC management decisions are fraudulent or improper. Our management is dedicated to resolving any accounting discrepancies and improving transparency in our operations.

Unfortunately, some parties have attempted to spread false information to undermine SPC's integrity during this reform period. We urge all stakeholders to rely on verified information instead of unsubstantiated claims.
